Everyone needs to calm down over this one.
There's some important context missing, here. This would generally only happen in Canada if someone has expressed to a psychiatrist that they intend to harm themselves or someone else. If that doctor isn't able to have them detained at the time, they refer it to the police.
It sounds like they have been trying to get in contact with him for this reason. They couldn't find him when they went looking for him, so there was most likely a BOLO issued. His plate got picked up and the officer would have had a note to detain him.
Without the missing context, though, it's difficult to say, but it seems like this is the most likely scenario.
So, no, police aren't just pulling people over and then arbitrarily taking them off to psych wards.

I have not seen anybody talking about what’s going on in Canada right now. This man was pulled over and told by police that he had to come with them because a psychiatrist labeled him “certifiable.” No paperwork, no rule of law, just a doctor saying that if he didn’t come with him right then and there that he would be arrested. The fact that a government could do this is terrifying.

From a source at CFRG HQ, the breakdown of the 21,000+ permanent residents (PRs) who have applied to the CAF. 41% from India 8.4% Unknown (mostly China and India) 7.8% from the Philippines 7% from Nigeria 3.39% from China 2.3% from Jamaica 2% from Pakistan 1.7% from Brazil A bunch of other countries are under 1.5%. According to the source there have been security concerns (lying on their applications) over several of the PRs applying from China.
