𝐒𝐨𝐦𝐚𝐥𝐢𝐥𝐚𝐧𝐝–𝐔𝐧𝐢𝐭𝐞𝐝 𝐀𝐫𝐚𝐛 𝐄𝐦𝐢𝐫𝐚𝐭𝐞𝐬 𝐒𝐭𝐫𝐚𝐭𝐞𝐠𝐢𝐜 𝐏𝐚𝐫𝐭𝐧𝐞𝐫𝐬𝐡𝐢𝐩: 𝐄𝐜𝐨𝐧𝐨𝐦𝐢𝐜 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐚𝐧𝐝 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐒𝐭𝐚𝐛𝐢𝐥𝐢𝐭𝐲 This paper examines the strategic partnership between Somaliland and the United Arab Emirates (UAE), focusing on economic development, security, social development, regional stability, and diplomatic dimensions. Somaliland’s location along the Gulf of Aden, near the Bab El-Mandeb Strait, positions it as a vital gateway linking Africa, the Middle East, and global trade routes. A cornerstone of this partnership is the modernization of Berbera Port, led by Dubai Ports World (DP World), which is transforming it into a regional trade and logistics hub. UAE investments in the Berbera Free Zone, the Berbera Corridor Road connecting Ethiopia, and airport infrastructure have strengthened trade, logistics, and regional integration. Security cooperation between Somaliland and the UAE encompasses maritime protection, counterterrorism, anti-piracy efforts, and capacity building for Somaliland’s police and Coast Guard. Social development initiatives, including hospitals, housing projects, and other social infrastructure, further support sustainable development. Green energy initiatives, such as the UAE-supported solar power project, demonstrate a shared commitment to renewable energy and economic resilience. Diplomatically, the UAE’s global influence has enabled Somaliland to expand engagement with international partners. Together, these efforts across investment, security, and diplomacy enhance regional stability, promote economic growth, and support Somaliland’s pursuit of international recognition. From grassroots reconciliation and community mediation to entrepreneurship, education, healthcare, and civil society leadership, women have been central to Somaliland’s peacebuilding and development process. Women-led organizations such as NAGAAD Network, NAFIS Network, SIRAAD Initiative, Kaaba Network, Network of Women Organizations (NOW), Voice of Somaliland Minority Women Organization, WERIS Somaliland, and HUDA Women Empowerment Organization continue to expand leadership opportunities, strengthen advocacy, and advance gender equality. Yet, Somaliland’s lack of international recognition still limits access to global funding, academic exchanges, and professional development opportunities.
