Many people are now asking what these new military appointments, and the retirement of the Commander of the Defence Forces, General Sibanda, actually mean for you, for me, and for Zimbabwe as a whole. What they mean is simple. General Sibanda is now headed into politics, into ZANUPF. If you remember, he was supposed to sit in the Politburo as an ex-officio member, but he could not do so for two reasons. First, the Constitution did not allow it. Second, he receives a pension from the United Nations because he commanded UN missions, and that pension would not permit him to violate the UN’s rules. Beyond that, he wanted a clean exit. He did not want his name tainted. I now see him going directly into politics, and being appointed as the replacement for Vice President Kembo Mohadi whose retirement is now imminent. I see General Sibanda becoming the new Vice President representing ZAPU, which is consistent with the 1987 Unity Accord signed by Robert Mugabe and Joshua Nkomo to end the genocide in Matabeleland and the Midlands. He was a ZIPRA military commander during the war of liberation. The second issue is that President Mnangagwa has tightened his control over the military by appointing the man who masterminded his 2023 victory through FAZ, General Tapfumaneyi, to command the Zimbabwe National Army. However, I see this as a temporary parking bay for him. General Emmanuel Matatu, who has just been appointed as the new Commander of the Defence Forces, is due to retire in about six months. When he retires, I see General Tapfumaneyi being pushed up to take over as Commander of the Defence Forces, with someone else elevated to command the Zimbabwe National Army. I have repeatedly warned that 2030 is being used as a political decoy to distract both General Chiwenga and the opposition. They will chase shadows while Mnangagwa and his allies plan, consolidate, and manoeuvre. One thing Mnangagwa has, which Mugabe never had, is that he does not hesitate to make decisions, he is ruthless. When he thinks the time has come to act, he acts. That has been General Chiwenga’s weakness, he hesitates. Short of a brutal coup, I do not see him emerging as Mnangagwa’s successor. The top of the army is now being tightened in such a way that any coup would have to come from very low-ranking soldiers. It is still possible, but it becomes increasingly unlikely if Mnangagwa continues to manoeuvre as he has been doing since 2017.
