The US Constitution is the greatest contract ever created. The Founding Fathers were brilliant students of history, philosophy, and government with first-hand experience of tyranny as well as the failure of the Articles of Confederation. They spent months in the summer of 1787 debating every clause to devise the system of government we enjoyed until 1929. Their genius was the separation of powers.
Aristotle documented the fatal flaw of any "pure" form of government. He knew that power corrupts. One man rule always devolves from monarchy to tyranny. Elite rule always devolves from aristocracy to oligarchy. Rule by the many always devolves from polity to democracy. Each in its virtuous form is necessary for a country to survive. The monarch is the most effective military leader. The aristocrats are the stabilizing force and source of necessary resources. The people, when serving their country rather than themselves, are the ultimate source of strength.
In order to tap these virtues and guard against corruption, the Constitution places the President in charge of the military and foreign policy, the Senate as his advisors and a check against tyranny, and the people's House to secure the consent of the governed.
They also gave the House the power of the purse to ensure that the elites would not abuse their position to enrich themselves. The House was supposed to be made up of working class people. They wrote Article 1, Section 2, Clause 3 to ensure that winning a seat in the House would be easy for a regular citizen.
The final debate of the Constitutional Convention was whether the size of Congressional districts should be 30K or 40K. Those arguing for the smaller district worried that 40K would be too large for in-person campaigning and monied interests could exert their influence which was supposed to be exclusively the role of the Senate. George Washington, who had remained silent throughout the convention, spoke in favor of the smaller size which was written into the final draft.
This is what we lost in 1929. The House no longer serves its intended role. The elites control both the Senate and the House. The Permanent Apportionment Act capped the number of seats in the House. This altered the intent of the Founding Fathers' design and has eroded faith in the federal government to the point where consent of the governed has to be secured through gaslighting, propaganda, and programmed ignorance. Civics is no longer taught in schools because an educated population would demand a repeal of the Permanent Apportionment Act. Instead, we continue to vote out the party in power, hoping something will change.
So here is my call to action. Ask your primary candidates if they are aware of Article 1, Section 2, Clause 3. Ask them to explain the intent of that Clause. Ask them for a pledge to sponsor legislation to repeal the Permanent Apportionment Act and return our Republic to the system envisioned by the Founding Fathers.
