Nobody is building in LA b/c Nithya and others pushed for a 5.5% tax on apartment buildings (ULA). Taxes are often used as a policy stick to curtail negative behavior (ie cigarettes, gasoline, carbon). If you’re not trying to repeal ULA, you’re not serious about lowering rents.

Delivered with confidence. Here's the catch: the models that deployed the most information were also the least accurate. More persuasive. More wrong. Every time.
