Why does CCHL get this many votes when a good portion of its players are not from the HEO area? The number of votes the CCHL gets should be based on the number of HEO players in the league.

@BlakeCallagha14 All District Chairs, with the exception of District 14, get 8 votes at the HEO AGM. District 14 gets 2 votes due to their registration being lower.
District Chairs get elected by the paying public.
