@kirya_ug What the local gov't ministers have done is good for the people. How they are handling it and the too many entities doing the same job is another question which is not theirs to answer or to resolve.
In the meantime we appreciate them until other effective ways are got.

@Sudhirntv It is not good, but it is a reality at sites. I have worked in areas where the sun goes down at around 7:30pm but working up to 6pm was not accepted. The Contractors sometime find problems as such.

@Sudhirntv Well Sudhir, in the construction business we have what are considered administrative risks. You find that many contractors don't work on weekends because the signed contract stipulates working hours as Mon-Fri 8am-5pm. Consultants hired may not accept works out of the stated time

Well done. I recall when this same contractor barricaded this section and then took days before beginning the work. The fact they complied with your directive, shows they have the capacity to do the right thing efficiently, but they have been taking Ugandans for granted.
Just look at the current situation on Jinja Road during peak hours. It is because someone decided to close off the entire industrial area, including sections where no work is even taking place.
On Sundays, they don't work, as though civil servants were the ones contracted to build these roads. In countries like Rwanda, most work that doesn't require deep excavation is done at night, after 11:00 p.m., to minimise traffic disruption.
Here, a contractor can spend the whole day doing nothing and then decide to start fixing potholes at 3:00 p.m. It's almost as if they present traffic jams as their progress reports.

Last week, I directed the contractor to complete the maintenance works on the Namungoona–Bwaise section of the Kampala Northern Bypass by today. Monday 13th July to ease the persistent traffic congestion. I'm pleased that the asphalt laying has now been completed as directed, and the section will reopen to traffic this morning. Road marking will follow in the coming days with minimal disruption. Thank you to all motorists and the public for your patience and cooperation as we worked to restore smoother and safer movement on this critical corridor.
