Bungie admitted during the making of Halo 2 documentary that they didn't know much about actual guns during development of Combat Evolved and spent time researching at the gun range for Halo 2. Still though, it was probably a creative decision to have the UNSC weapons be traditional to contrast the Covenant's alien energy weapons.
