Thirty-six years ago, we saw one of the greatest disasters in our history. A disaster that led to 97 people tragically losing their lives. Today, I pay tribute to them.
In the years since, their families and loved ones have campaigned tirelessly to get justice. Despite all the challenges they have faced, they have kept fighting.
I promised to bring a Hillsborough Law before Parliament, with a legal duty of candour for public authorities and public servants, and criminal sanctions for anyone who fails to comply. I will deliver on that promise.
After decades of injustice, we must get this legislation right. We must make sure it achieves what the people of Liverpool have spent the past thirty-six years fighting for. Standing firmly at the side of Hillsborough families, this is what my government will deliver.

The Rolls-Royce has sadly run out of gas. It’s always a sad moment when a player is forced to retire, especially a player and person of Raphael Varane’s class. He’s a legend of the game, a humble man who had much to shout about but never did. Not his style. Four Champions Leagues with Real Madrid and one World Cup for France guarantees his stellar status.
It's particularly a sad moment when a footballer retires relatively early, and Varane is only 31, and only standing down at Como because his body cannot last the pace any more. Varane also indicated earlier his concerns about the long-term effects of concussion sustained heading and in collisions during 573 games for Lens, Real, Manchester United, France and briefly Como. Football needs to heed Varane’s warnings.
He could easily now go and do his coaching badges, drawing on his myriad experiences, his innate reading of the game and also fluency in three languages and dexterity in two others, always useful in the modern dressing-room. He plans to stay at Como in some capacity. Yet there surely has to be a role for such an intelligent, conscientious individual in the corridors of power shaping the future of football. Varane thinks and cares deeply about the game. He still has so much to give beyond Como.
His star rose early and kept rising. At 18, while playing for Lens, he was famously called by Zinedine Zidane leading the Real charm offensive. Varane politely asked Zidane to phone back the following day as he was revising for his Baccalaureat. Education mattered to Varane. Sir Alex Ferguson paid a call in person in 2011, and spoke to Varane’s mother for an hour. Imagine how the post-Ferguson period from 2013 would have looked with a young, fit Varane, mobile and determined, in defence.
Varane instead moved to Real, and although he had initially to contest a place with Pepe, his class shone out in three La Liga titles and Champions Leagues in 2014, 2016, 2017 and 2018. Real relied on his calm authority and anticipation in defence. He was so often in the right place at the right time to quell danger. In possession, Real also benefited from Varane’s good technique and his ability to bring the ball out from defence. He never looked hurried or under pressure. Just smoothly in control. He dovetailed well with other centre-backs, including Sergio Ramos at Real, and Lisandro Martinez at United.
He was such a selfless team player. Nine days after the 2022 World Cup final, Varane volunteered to start for United against Nottingham Forest. It was an emergency and Erik ten Hag was short of defenders. A beaten finalist who really should have been resting after a physically and emotionally draining World Cup 3,000 miles away happily helped out. For the team. Varane played superbly for 77 minutes and, on being replaced, earned a respectful pat from Casemiro. Everyone respects Varane. Today's flow of salutes from former team-mates confirmed how highly Varane is regarded.
Even as injuries slowed him, Varane still contributed. He was a colossus in a stalemate with Liverpool in 2023, ensuing a point with a late block to deny Cody Gakpo. He particularly excelled in his last game for United, the FA Cup final in May. He was terrific against City at Wembley, heading clear two dangerous deliveries from Kevin De Bruyne in quick succession amongst other key interceptions.
United fans loved their No 19 for his off-field demeanour, too. He arrived knowing all about their great history. He talked about the honour he felt donning their red shirt. Varane and his family settled quickly. While isolating before joining United during Covid, Varane learned English. Just a top pro. Good luck to him in his next adventure.
