Bucha has come to symbolise the cruelty of Russia’s war.
Of the civilians killed, many were shot at close range. Some with their hands tied behind their backs.
Four years after these mass killings, we remember the victims.
What happened here cannot be denied.
The EU is committed to ensuring that these crimes do not go unpunished, including by supporting the Special Tribunal for the Crime of Aggression, alongside the Claims Commission.
Russia must be held accountable for what it has done to Ukraine.

Today, I met with Mozambique’s President Daniel Chapo. We discussed the EU’s support to the country after the recent devastating floods, as well as our Global Gateway investments in clean energy and digital connectivity. I also emphasized that attracting more European investment requires a good business environment, political stability and continued reforms. This is how we can create new jobs and economic opportunities for people in Mozambique.

I had a friendly conversation with the Minister of Foreign Affairs and Cooperation of Mozambique, Maria Manuela dos Santos Lucas.
I informed my colleague that last night Russia carried out yet another brutal attack against Ukraine, continuing to kill our children in their sleep. I also drew attention to Russia’s ongoing aggression and its attempts to lure citizens of African countries into its criminal war.
Building on the recent opening of Ukraine’s embassy in Maputo, we discussed the potential of Ukraine–Mozambique relations and ways to strengthen our bilateral cooperation in a systematic and diversified manner, including through exchanges of visits.
I expressed Ukraine’s solidarity with the people of Mozambique following the devastating floods and reaffirmed our readiness to continue our support.
In this regard, I highlighted Ukraine’s contribution to global food security, including supplies to countries in Africa and in particular to Mozambique through the Grain from Ukraine and Food from Ukraine initiatives.
We agreed to continue strengthening Ukraine–Mozambique relations and enhancing our coordination within international organizations.

Today, EU Foreign Ministers and our Gulf partners will discuss what we can do together to break the cycle of violence.
The same drones that are attacking Kyiv, are now attacking our partners in the Middle East. So we will explore how we can support drone interceptor production.

I spoke with His Majesty the Sultan of Oman Haitham bin Tariq this evening.
I strongly condemned the Iranian attacks on Oman’s territory and expressed Europe’s full solidarity.
I am grateful for the role Oman has played in the indirect negotiations between the US and Iran.
And it will undoubtedly continue to play an important role in the crucial days and weeks ahead, in promoting stability across the region.
This crisis underscores the importance of further strengthening political dialogue between the EU and the Gulf Cooperation Council.

Iran’s attacks of a number of countries in the Middle East are inexcusable. The events must not lead to further escalation that could threaten the region, Europe and beyond, with unpredictable consequences. The latest developments across the Middle East are perilous. Iran’s regime has killed thousands. Its ballistic missile and nuclear programmes, along with support for terror groups, pose a serious threat to global security. The EU has adopted strong sanctions against Iran and supported diplomatic solutions, including on the nuclear issue. I have spoken to Israel’s Foreign Minister Saar and other ministers in the region. The EU is also coordinating closely with Arab partners to explore diplomatic paths. Protection of civilians and international humanitarian law is a priority. Our consular network is fully engaged in facilitating departures for EU citizens. Non-essential EU personnel are being withdrawn from the region. Our Aspides naval mission remains on high alert in the Red Sea and stands ready to help keep the maritime corridor open.

Four years into its war in Ukraine, Russia is not winning. By any measure, Moscow’s invasion is a total strategic failure. Within the Coalition of the Willing, we are clear that the fastest way to end the war is to increase support for Ukraine and intensify pressure on Russia. Going after Russia shadow tanker fleet decimates Moscow’s war chest. We must also flip the script in peace talks, away from pressure on Ukraine, to what Russia must to do for lasting peace in Europe.
