Overnight, Russia carried out one of its largest ballistic missile attacks on Kyiv. The enemy launched more than 40 missiles of various types – most of them against the capital – and 120 attack drones. As of now, one person has been reported killed in Kyiv and the region, and 16 others have been injured. My condolences to all their families and loved ones. Everyone affected is receiving the necessary medical care. Emergency response efforts are continuing at three locations, with nearly 600 first responders involved. The relevant services are also working in the Odesa region. In total, over the course of this week, Russia has used around 1,450 attack drones, more than 1,640 guided aerial bombs, and 99 missiles of various types against Ukraine. People were injured in the Odesa region and Zaporizhzhia, and there was damage in the Sumy and Chernihiv regions. This week, the Vinnytsia, Dnipro, Donetsk, Zhytomyr, Kirovohrad, Mykolaiv, Poltava, Kharkiv, Kherson, and Cherkasy regions also came under Russian attack. Protection against ballistic missiles is our constant and top priority right now. Interceptors are needed every day, and I am grateful to everyone who takes our agreements seriously and ensures the delivery of anti-ballistic capabilities. Right now, these packages are literally saving lives during every massive Russian attack. It is also essential that pressure on Russia continue alongside our work on anti-ballistic capabilities. Delays in adopting new decisions give Moscow the opportunity to plan not only new attacks against our people, but also ways to circumvent new sanctions. Thank you to everyone who is helping.
For the first time, Ukraine is developing its own ballistic missiles and deep-strike capabilities. These are not merely systems under development, but real capabilities that are already operational and reaching distances that were previously unattainable. 2,884 kilometers. That is the distance from here to the Omsk oil refinery. A historic range. Historic precision. And unlike Russia, which wages war against residential buildings, schools, and churches, Ukraine strikes the “sponsors” of Putin’s war and the tools that help him kill. Some say that, with modern technology, we are sending Russia back to the Middle Ages. Others recall Napoleon and the days when Moscow was ablaze. But for Ukraine, it is not grand rhetoric that matters – it is the result. Our ultimate goal is not Russia without gasoline, but Ukraine without Russia. Ukraine without war. Ukraine with Europe. We need to start preparing for next winter now. Of course, we are doing everything we can to push Russia toward diplomacy. And this is already the most difficult summer for Russia. Our long-range operations and mid-range strikes will continue. We will strengthen them. And one of the main ways to strengthen our overall position should be a winter package of air defense missiles. If we have enough protection for the winter, Russia will have far less reason to drag the war into the winter. Today in Brussels, I addressed the EU Foreign Affairs Council. I focused on protection from ballistic attacks, 21st EU sanctions package, and further opening of EU negotiation clusters. I informed EU member states about the situation on the battlefield, Ukraine’s successes, and peace efforts. Our task is to make Putin understand that he will gain nothing from this war. Pressure. Decisiveness. Increasing the cost of war for the aggressor. This remains a simple but effective formula. I stressed that the battle for the sky will define the trajectory of the war. Russia must lose its remaining ballistic advantage. Europe needs its own anti-ballistic capability—not only to help Ukraine, but to strengthen its own security and deterrence. I also underlined that Ukraine’s accession should be viewed as strengthening Europe’s competitiveness, expanding its defense industrial base, and reinforcing its security. This is exactly what a merit-based approach is about. We discussed the need to maintain and increase sanctions pressure, including the EU’s upcoming strong 21st sanctions package against Russia. I am also grateful for the positive reaction to my proposal to respond to every massive Russian terror attack with new sanctions, and for the EU’s rapid response following Russia’s massive attack on the second of July. We also discussed further steps, including sanctions on Rosatom and Roscosmos, disconnecting Gazprombank from SWIFT, and a ban on transport systems involved in Russian LNG shipments. I thanked the Cypriot Presidency for its strong support for Ukraine and for the historic opening of the first cluster in our EU accession negotiations. I also thanked the Irish Presidency @Ireland2026eu for keeping Ukraine among its priorities and for beginning its term with the opening of Cluster Six — a strong start. We rely on further opening of all remaining clusters. I also raised the issue of international sport. Russia has not ended its aggression, withdrawn its occupation forces from Ukraine, or returned to international law. International sport must not become a place where Russia regains legitimacy. This July is critical. Dictators and terrorists do not take summer holidays. Neither do our defenders. This means that there can be no pauses in increasing pressure on Russia, strengthening support for Ukraine, and taking big political decisions for the sake of a united and strong Europe.
In Brussels, I had a productive meeting with my dear German friend and colleague @AussenMinDE Johann Wadephul in a follow up to our negotiations in Ankara. We share the view that Russia is increasingly resorting to ballistic terror against civilians because it no longer has an advantage on the battlefield. We must deprive Russia of its ballistic advantage and force it toward a real ceasefire, including through increased pressure. Ahead of the adoption of the EU's 21st sanctions package, we coordinated our positions and agreed that pressure on Russia must continue to increase until Moscow chooses peace over aggression. We also discussed the importance of opening all negotiating clusters to keep Ukraine's EU accession process moving forward. I thanked Germany for its powerful decisions to strengthen Ukraine’s air defense and for being our leading supporter across so many areas. Our talks was also focused on joint work with third countries to rally additional support for Ukraine’s air defense. Germany is our reliable ally and partner, whose contribution to our resistance and resilience has proven its global leadership. We are ready to develop mutually beneficial partnerships in all areas.
With @AussenMinDE @JoWadephul, we reaffirmed the strength of the Ukrainian-German strategic partnership, which holds fundamental significance for peace and security in Europe. I thanked Germany for its true leadership in supporting Ukraine, which should motivate others to do more. We discussed how we can scale up our mutually beneficial defense, industrial, and economic cooperation. Russia’s recent massive attacks on Kyiv once again demonstrate the urgent need to further strengthen Ukraine’s air defense. More antiballistic systems and interceptors are crucial to protect our people and critical infrastructure from Russia’s daily terror. We spoke about further joint steps on our bilateral and transatlantic agenda, peace efforts, and Ukraine’s EU accession. I am grateful to Germany for supporting the opening of the next negotiation clusters.
We value Germany's leadership in strengthening our air defense through bilateral support and substantial contributions to the PURL initiative. Thanks to this, we are able to procure anti-ballistic missiles that are in short supply. This is especially important now, as Russia is counting on brutal ballistic strikes to enable it to continue the war. We are also preparing a Drone Deal with Germany and working to establish a joint European anti-ballistic system. I am grateful to Germany, and personally to @bundeskanzler Friedrich Merz, for the support and for the steps being taken toward European anti-ballistic defense. This is the only way to guarantee reliable protection of lives across Europe from missile threats.
Every Russian missile launched against Ukraine carries a message far beyond our borders. It seeks to convince the world that violence can replace law, that fear is stronger than solidarity, and that brutality comes without consequence. Following Russia's second massive missile and drone attack in just a few days, Ukraine is requesting an emergency meeting of the @UN Security Council. Overnight, Russia killed at least 11 people — and the number may grow. The previous attack on July 2nd claimed at least 31 civilian lives in Kyiv. We call on the DRC Presidency and the Council’s members to support Ukraine's request. Delayed or weak responses cannot stop the terror. Only strong, principled, and timely action will. The international community must stand united to deter the aggressor and continue advancing a comprehensive, just, and lasting peace in line with the UN Charter.
Last night, Kyiv came under a massive Russian attack. Russia launched 68 missiles and 351 attack drones. Response efforts are still underway. Damage has been recorded at more than 10 locations across the city, including residential buildings. All necessary services are on the ground, doing everything possible to rescue people and provide assistance to everyone who needs it. So far, 64 people have been rescued, including two children. As of now, it has been confirmed that, tragically, eleven people were killed in this attack. My condolences to their families and loved ones. Around 60 more people were injured. In the Kyiv region, sixteen people were injured and three people were killed. My condolences to their families and loved ones. A fire is still burning at the site of the missile strike in Vyshneve. People are being evacuated from a residential area. More than 400 first responders and police officers have been deployed to deal with the aftermath of the attack. Our warriors performed well today in intercepting drones and cruise missiles, but unfortunately not Russian ballistic missiles. And the reason lies in the insufficient supply of interceptor missiles. It is critically important that the world – first and foremost the United States and our European partners – come out of the NATO Summit in Ankara with strong decisions in support of our air defense, and thus the protection of ordinary people’s lives. As long as Patriot missiles remain in our allies' stockpiles, Russia is only encouraged to keep “vanquishing” residential buildings. The United States and Europe have enough strength to stop this terror.
