She had the option to take them as prisoners of war. Choosing to burn them alive—her "signature" Targaryen method—felt like a biased preference for fear-based ruling rather than justice. Executing both the father and the son essentially ended the Tarly lineage, a harsh move that most rulers would avoid to maintain political stability.
