He signed a record $80B budget that spends more than we project to receive in taxes. It hinges our future on an unconstitutional income tax, and an illegal $4B raid of a police and firefighters pension. Not to mention, drains our reserves to one of the lowest in the country. A portion of the pension funds are already slated to cover deficit spending. Healthy budgets don’t raid pensions, raise generationally large taxes every year, and raid reserves.
On top of that, more spending on bloat and waste while cutting over $1.2B from Medicaid (something he blames Trump for), $250m from primarily poor and rural schools, with large cuts to child care and nursing homes. This budget is an attack on the poorest Washingtonians.
Not presently accounted for in this budget, which is wildly out of balance by at least 2028 if not sooner after new revenue forecasts are published, is a $3-5B price tag for new public sector employee CBAs (pay increases), and other policies that were kicked down the road into the future.
The income tax at its best projects $4B in revenue, which I believe will not actually occur, and combined with $4B in raided pension funds (which is likely to get struck down in court), it’s actually at best not even enough to cover upcoming obligations, which includes maintenance level increases (which totaled an additional $4B this year alone).
In the near future, when predictable budget deficits occur again, and there isn’t enough revenue, Democrats will lower the threshold of the income tax to apply to the middle class with no real regressive tax relief because they can’t afford it with their spending addiction. That’s unless we defeat it, and reign in reckless spending. More to follow on a plan to stop reckless spending later.

Today, I signed the operating budget for Washington state. My team and I worked in close partnership with legislators to craft a budget that allows us to continue meeting Washingtonians' core needs, while also living within the state's means, despite the harm done by the Trump Administration and MAGA Congress. We secured important wins for affordability — including assistance on health care premiums to low-income individuals and funds to help low-income residents pay utility bills. I also recently signed the Millionaires' Tax to rebalance our upside-down tax code, which goes into effect in 2029. We mitigated harms from the Trump Administration — including providing food benefits for the 30,000 immigrants with lawful status denied SNAP benefits, backfilling Medicaid funding to Planned Parenthood, and funding healthcare for very ill or disabled Washingtonians who were kicked off Medicaid. Our state agencies took $1 billion in reductions. I'm grateful for our state employees who are doing more with less. Thank you to members of the public who engaged in the process, my budget team, sponsors Sen. Robinson and Rep. Ormsby, and vice-chairs Sen. Stanford, Sen. Frame, Rep. Gregerson, and Rep. Macri.
