@StuartFrazer @ThinkLicence My argument is it is widely accepted (and taught to learner drivers) that where there are parked vehicles, irrespective of whose side of the road those vehicles are on, if a road user has committed to passing those vehicles, then other vehicles, not yet committed, should yield.

A motorist may not pass a moving motor vehicle, or a stationary vehicle (motorised or not). In the videos the vehicle is moving, so ‘a’ applies, but only if it is a motor vehicle, which it is.

You could of course have compared the road surface behind the car, and asked yourself where have the white mark and the crack gone?

@MarkEDenton You’ll highlighted the b paras when it should have been the a paras as the car was moving, not stationary.
The police saw enough in the video from earlier on to show that the grey car was the nearest to the crossing.
There is more to this NFA than I understand.
