My Google search engine works the same as yours, but as my searches have shown me enough to be satisfied that Tim is accurate it is of little importance to me to spend time searching on your behalf.

I had a read around Lord Boateng’s advice & Robert Goodwill's reiteration; it appears that Tim was spot on (if your quote was accurate). He was not interpreting the HC, but giving additional facts.

"We teach that it is technical (sic) illegal to ride on the pavement, but the police forces have agreed that cyclists can use the pavement if it is the safest option and they cause no problems for pedestrians"

@ThinkLicence @cyclelane_user @2wheelsgoodBrum It just defies belief that people don’t read the rule(s) properly, but instead just pick out the words that suit them, even though they are from a completely different context. And still don’t comprehend even when their error is pointed out to them, and the correct rule# provided

@cyclelane_user @2wheelsgoodBrum Perhaps Tim has tired of you. I imagine that you have been shown that 74 is directed at cyclists, as it falls in the Rules for cyclists section. You will also have been told that the Rule relates to Turning, the bold text is a clear clue. The cyclist was not Turning, so 76 it is.

These 2 videos perfectly depict what it’s like cycling in London. You can go from safe streets to traffic madness in just a few pedals. It’s so important that London keeps working to ensure everyone can get from A-B safely. Then we’ll see even more choosing to get around by bike
