States that have eliminated state income tax, tax their folks otherwise, such as with higher sales tax (regressive) or property taxes (only property owners are taxed) or higher business taxes.
It’s less about “no taxes” and more about who pays and how.

More instability in the Kremlin, as it's now confirmed that Russia's Deputy Minister Denis Butsaev fled the country on April 18.
Prime Minister Mishustin signed Butsaev's resignation letter after his departure, on April 22.
Butsaev hastily left for Minsk, and from there, to Tbilisi, eventually landing in the United States.
Butsaev's flight sets a precedent and could lead to increased scrutiny of officials' movements. This, in turn, will further escalate the conflict between the security forces and the bureaucracy.
