This is obstruction by the player "guarding" the ball, and should be called every time. Instead, it's never called, and the player actually trying to get to the ball is routinely called for a foul, as in this clip. Incredibly frustrating.

@USMNTCORNER Lamine turns away from the ball while Digne’s foot is still down. It would be different if he tried a header but he did not, nor attempt to kick. This is reckless on Lamine’s part. Doesn’t appear to even be going for the ball, just running in to draw a foul.
