Russian intelligence chief warns west may use ISIS proxies against Iran —— Russian Federal Security Service (FSB) chief Aleksandr Bortnikov warned on 26 May that western intelligence agencies are allegedly transferring former ISIS militants and members of other armed groups from detention centers in Syria to specialized camps in Iraq as part of plans to reorganize them into a proxy force targeting Iran and destabilizing CIS member states. Speaking during a Commonwealth of Independent States (CIS) meeting, Bortnikov said the militants include citizens of CIS countries who had previously fought for ISIS and other armed groups before being imprisoned in Syria. “According to obtained information, western intelligence agencies continue efforts to use terrorists from Syria as proxy forces in a war against Iran,” he said. Bortnikov added that the operation mirrors the original emergence of ISIS from Iraqi prison systems allegedly overseen by western intelligence agencies during the US occupation of Iraq. He warned that, beyond targeting Iran, the plan also aims to destabilize CIS countries and risks dragging more actors into the conflict, threatening to destabilize “the entire Islamic world.” The comments come amid tense indirect negotiations between Washington and Tehran in Doha, while both sides continue maintaining naval pressure and restrictions around the Strait of Hormuz.
