SEAN KIRKPATRICK COMMENTS ON THE "OPERATIONS PLAN" DESCRIBED BY TIM PHILLIPS IN JOHN MICHAEL GODIER INTERVIEW By email, I asked former AARO Director Sean Kirkpatrick to comment on the remarks of former AARO Deputy Director Tim Phillips regarding a document of unclear origin that Phillips described as "an operations plan for contact with alien beings," in an interview with John Michael Godier posted on YouTube on July 2, 2025. The document as described by Phillips was reminiscent of the "Special Operations Manual SOM1-01," a document attributed to "Majestic-12 Group" that surfaced mysteriously in 1994; it has been judged a forgery by several serious ufological researchers, a view that I share. However, Phillips' description, offered from memory, differed from the SOM1-01 in some details (e.g., the SOM1-01 contains drawings but Phillips said the document he remembered did not, and he dated the document he remembered to the 1940s, whereas the SOM1-1 carries the date April 1954). Phillips told Godier, "When we worked with the archivist, we were trying to determine was this a real plan? And we could never find proof....I don't recall the name of the document." My email exchange with Kirkpatrick follows: Sean Kirkpatrick: "I am fairly confident he [Phillips] is recalling the MJ-12 document, and confusing it with something else. That was all we found by the time I retired [in December 2023]. It was in a bound form, handheld like other military plans of the time. If there was anything new, then yes it should/would be released just like all the new documents we posted on NARA’s website." Douglas Dean Johnson: "At the time you examined the matter, what was your own assessment regarding the most likely origin of this bound volume, and the motives or purposes of its creators? I am not asking for an official AARO conclusion regarding the origins of the document, although I would hope that it would be addressed in the next historical report, if not sooner." Sean Kirkpatrick: "My assessment was that it (the book I examined) was the same as what had been released on the internet and debunked some years prior [i.e., the SOM1-01]. It was clear to me that the way it was written, its author was someone familiar with the style of military planning documents. The binding was not relevant as lots of people bind things to make them look nice or more authentic, and it’s easy/cheap to do, more so in the past than now. Since it was already out in the world, and at the time I did not deem it new, I saw no reason to include it in the [vol. 1 AARO historical] report as a finding. As I said, if there was another newer version or knock-off discovered, I would expect them to release it in vol 2 [of the AARO historical report]."
