So many people angrily replying to this apparently forgot basic driver's ed. An "unmarked crosswalk" is still a legal pedestrian crossing. It's not jaywalking. They have the right of way. You should be stopping for them regardless of whether the LAPD is doing an op.

Even if it did, pedestrian due care does not relieve driver duty of due care (CVC 21950.d)

That is not an unmarked crosswalk the ma in red is walking on. He is outside the width. He is crossing in the middle of the road. Also, pedestrians have a “duty of care” they can’t simply launch off the sidewalk into traffic (as seen here). Pedestrians also have to yield to vehicles outside of crosswalks
