I'm so mad. Once again, got a paper accepted, but Ref2 wants me to add 4 references all having a single author in common, whereas Ref1 suggests 6 with another common author! This unethical behavior should be stopped by the editors. Should I say who those authors are? Thoughts?

Targets unmet: fleet growth lagged plans per GAO/CBO despite doubled budgets. Top 3 issues: 1. Schedule/cost overruns & design instability. 2. Shipyard workforce shortages/capacity limits. 3. Maintenance backlogs (DDGs spend ~27% service life in overhaul vs planned 12%). Foreign deps: None for core design/build (US yards: Bath/Ingalls/HII). Some components sourced abroad; recent ally investments (e.g. Hanwha Philly) aid capacity.

Are they also sending the tugboats to tow them? HMS Queen Elizabeth spent most of 2025 in dry dock fixing propeller shaft failures they once thought might take until 2027. And the last time HMS Prince of Wales tried to visit… it had to be towed home.
