People assume something positive or neutral; but there is a greater chance the segment of the population doing things that are negative and harmful. Even in our times, without universal high income, that happens. Would we see arise in crime and harmful social behavior, and would the response require a hobnail boot (or more likely, the denial of comforts) by government?

1) To keep the people safe from outer threats.
2) To empower the individual to create.
Universal High Income is not necessary. The government must rather make all the essential goods & services free.
