For decades, Germany was such a law-abiding country that instead of having regular turnstiles to get on trains, travelers could simply walk on board and conductors simply conducted random spot checks to see if people had a valid ticket. Two weeks ago, a foreign fare evader beat a conductor to death when he tried to conduct the spot check. So now, the German government is changing policy: They've told conductors to NOT request ID if there is a "high risk of escalation" from a person. Ordinary suckers will still follow the law. Obviously dangerous criminals will be encouraged to flout it.
