I would say stores could limit over 18 years old purchases to two packs and must be there I in person. To buy a higher limit it should be you must be accompanied by your own child. As an adult who doesn't scalp, I would be ok with two packs. My kids if they were there could get 2-3 each maybe. People would always find a way to abuse but it would probably help cut it down. It's just sad. Greedy people who probably can't even name any Pokemon that don't have valuable cards.
