यह क्या प्रक्रिया चल रही है? Government of Bihar के RTPS Bihar पोर्टल से जारी Character Certificate में सीधे “Reject” लिखकर दे दिया गया है।अगर आवेदन अस्वीकृत था तो प्रमाण-पत्र जारी ही क्यों किया गया? यह स्पष्ट लापरवाही है या सिस्टम की गलती?
