And that’s if they don’t trigger cancellation from the previous rule stated. This rule is for those who go pro and then come back to finish their degree, not everyone.

The 10 year requirement references 15.01.4.2.1 Degree-Completion Program where we must provide at least tuition, fees, and books to complete their first undergrad degree.

NEW: Oklahoma State’s Sr. Associate AD for Compliance, Ben Dyson, says they removed a player from the roster and instructed him to transfer to another NCAA institution. Transferring without entering the portal can trigger harsh penalties. Feels pretty negligent by OSU… 😳

@pcdebol @AaronGogley You both are sort of right and sort of wrong.. but I think you’re both saying the same things in different ways. A financial aid agreement can only be for 5 years max (period of eligibility). If we put aid in each year, they are guaranteed that unless they meet an exception to

@AaronGogley @pcdebol @CollegeFBPortal @OSUAthletics @okstate It does limit recruiting when student-athletes want the guarantee, so in the big 3 sports, you’ll see 100% for the first 4 years and 0% in year 5 typically. If there is aid, we can only cancel a scholarship for reasons I’ll copy below.

An actual board scholarship to provide cash (other than per diem) requires a signed financial aid agreement. You are only on scholarship if you sign that.

School year is over. They don't have to offer 4 years. They have to honor it to the end of the year. Technically all the athletes are on at least a partial scholarship. Use of facilities paid training meals etc. That's why it falls under that exception and stands up almost every time.

@PokeOkc @CollegeFBPortal Again - only pointing out the rule that walk ons must also enter the portal in order to be eligible at a new institution. OSU needs a waiver to put them in the portal OR new school will need a waiver for these athletes to join the roster. Both unlikely.

@PokeOkc It’s not technically wrong. I don’t believe they instructed the athlete to transfer, but even with a supportive letter, any student-athlete who was on a roster must enter the portal in order to not trigger the blind (“ghost”) transfer penalties. Or they need a waiver.

@_MeNext_Time @PokeOkc @CollegeFBPortal Since he’s currently enrolled at a Division 1 institution, he has to follow the rules from the D1 level. It’s unsure if the “ghost” transfer legislation applies at the Division 2 or 3 level. Division 2 schools can’t contact you either though until you’re in the portal.

@paydirt413 @heitner No, as of right now, JUCO years still count as a season or competition. His clock would also expire after 25-26 and does not have two denied participation opportunities to file for an extension waiver.

@whocares_1000 @heitner Unfortunately the NCAA is not considering waivers for eligibility behind 26-27, but he should still talk to his compliance office in case this rule does not pass or the NCAA reverses course.

@heitner So if a kid was a true freshman in 2024, got hurt and only played in 4 games (5 including bowl game). He was redshirted. Got hurt from a different injury in 2025 and missed 7 games (played in 5). Could he and does he need to file for a medical redshirt before July 31, 2026?

@AaronGogley @TheAndyVogel Applicable database refers to eligibility center for first time in college athletes and transfer portal for signed transfers who have not matriculated to their new 4-year school. If I’m transferring and sign with school B, I can request a release under that rule before I enroll

Yes it does say PSAs and I think it says “applicable database” because it would depend on the type of PSA. Pre-college would be eligibility center, presumably and transfer portal for transfers. That would mean that the athlete is stuck which was a main criticism of the singular window.

This is correct. Although I've not seen the actual legislation or rule, the reporting on the "ghost transfer" rule that was recently adopted would appear to prevent any university from putting him on the program without him entering the transfer portal. And since the window is passed....

This has not been extended to any other “classes” of student-athletes and most waivers have been denied for an additional season of competition or extension of eligibility waiver from JUCO seasons.

Do JUCO seasons of competition count as any of your 4 seasons at the Division 1 level? YES - a one year extension of eligibility was granted for 25-26 for student athletes exhausting eligibility in 24-25 due to using a season of competition at a non-NCAA school.
