The FEMA Review Council’s Final Report outlines 10 key recommendations aimed at transforming emergency management in America. At its core, the report reinforces a simple principle: Disasters should be locally executed, state managed, and federally supported. These recommendations focus on empowering communities to lead disaster response, accelerate assistance, reduce bureaucracy, modernize programs, and build a more resilient national emergency management system. This report is more than a discussion document. It is a call for the emergency management community to think critically about the future of our profession and how we continue improving our ability to prepare for, respond to, recover from, and mitigate against the impacts of disasters.
