@lwangamajja @mkainerugaba @Parliament_Ug They cease to become party members the day they run as independents

If both Opposition MPs & Independents are allowed to elect the Leader of Opposition, aren’t we undermining the very purpose of the office? In Uganda, many independents are former NRM members who contested outside the party after losing NRM primaries. Since NRM commands the largest numbers in Parliament, wouldn’t this create a situation where individuals aligned to the ruling party could indirectly influence who leads the Opposition? How does that strengthen parliamentary democracy and accountability?

I am going to seek leave of @Parliament_Ug to introduce a proposed amendment into the Administration of Parliament Act. We shall amend Section 8 of this act so that both Opposition and independent MPs elect the Leader of Opposition in @Parliament_Ug . The new law will also consider the Commissioners and Leaders of Committees

A Leader of Opposition in @Parliament_Ug and Parliamentary Commissioners decide the welfare of the MPs, Parliamentary staff and offer strategic leadership for Parliament. Whereas other Members of the Commission like Speaker & Dept Speaker are voted by MPs, & whereas other members of the Commission like Prime Minister & Minister of Finance are vetted by Parliament, you have a LOP who is self accounting. This business of a few individuals seating in Kavule or Najjanankumbi to decide on how Parliament is governed must stop! @DaudiKabanda ,@mkainerugaba ,@NRMOnline ,@StateHouseUg ,@nbstv

If @Parliament_Ug can remove a President and all Ministers, if it can remove a Speaker of Parliament, why should it be impossible for Parliament to remove a Leader of Opposition? Because if you have leaders who can't be checked, it breeds impunity!

If the opposition are genuine in pursuit for accountability, why would they be against having a LOP whom they can call to order? How can someone want to feast on the consolidated fund when he is not willing to be held accountable? I call upon all Ugandans of sound mind to join us in this journey. Anyone who doesn't want to be held accountable must be hiding something . Let opposition MPs elect their own Leader of Opposition!

@NamaraDennisMP @Parliament_Ug What about the powers of political parties? Whatbis their place? Are you an advocate of the law of politics?

The proposed amendment we are going to table before @Parliament_Ug is actually going to empower the opposition in Parliament. They will have powers to select a Leader of Opposition of their choice. So I expect Opposition MPs to support us in this journey.

Gen @mkainerugaba, most post colonial leaders of Africa inherited a colonial system & to some extent failed to move things to another level. With your approach to addressing the challenges of our times, we shall break all the bottlenecks that have kept us behind as a continent. We need leaders who will act decisively whenever action is needed, and given the excellent job that the mighty @MODVA_UPDF did in fixing Kampala potholes, there is no doubt that your leadership will move mountains!

So the grand plans to fix Kampala roads is such a wonderful one. @Parliament_Ug should be ready to support this ambitious plan!

The journey has just started, and with support from my brother @DaudiKabanda and other collegue MPs, we shall get there

The team that is ready to spearhead this journey until the end! We must have a LOP who is accountable. Thats why we want all opposition parties and independents to participate in electing or removing the LOP & Commissioners. A small group can not seat in Kavule to determine affairs of @Parliament_Ug !

The amendment of the law to put a better process through which the Leader of Opposition is chosen is not targeting our brother @JoelSsenyonyi. The proposed amendment will focus on LOP, Commissioners & Committee leadership. It's not about an individual called Ssenyonyi as some want to allege. Its a law that will work even when @NUP_Ug is no longer the leading opposition party.

The leader of Opposition in @Parliament_Ug receives 4 billion of tax payers money. Incase he misconducts himself or acts outside the law, there is no way how he can be removed from office unless the party which appointed him removes him. @Parliament_Ug can remove a President, a Speaker, Deputy or any Minister yet it can't remove a Leader of Opposition! That's why we need to amend the law so that Parliament can hold everyone including LOP accountable!
