So if I trade my top-3 protected pick and want to do whatever I can to keep it, I’m actually incentivized to tank harder so I’m in the bottom 3 and get fewer lottery balls. Good one!

The "3-2-1 lottery" proposal, named to represent the number of lottery balls per team, would expand the lottery from 14 to 16 teams. Teams that do not qualify for the playoffs or play-in tournament but stay out of the relegation zone (spots four through 10) would receive three lottery balls each. Teams with a bottom-three record -- the relegation zone -- would have just two lottery balls but have a floor of the 12th pick while the rest of the 13 lottery teams could fall as far as the 16th pick. The 9th and 10th play-in seeds in each conference receive two lottery balls each while the losers of the 7-8 play-in games receive one lottery ball each. In addition, no team would be able to win the top pick in consecutive years or be able to win three consecutive top-five picks. Teams also would not be able to protect picks in the 12 to 15 slots going forward.

@NicholasCapomo1 @3LevelScorer @MZavagno11 No? If you have less balls you're more likely to land outside the top 3 and lose your pick. When they draw for 1st pick, bottom 3 teams have less balls and therefore less chance of getting drawn for the top 3 picks? Right?

@3LevelScorer @MZavagno11 what? if a team gets fewer balls there’s a higher probability they keep their pick if it’s protected 1-3, as they’re less likely to get a pick 1-3 you’re saying one thing then arguing the other

If the team gets fewer lottery balls, there’s a higher probability they’ll have to give up the pick, because there’s a lower probability it lands top-3. Tanking harder harms their chances of keeping their pick.

@MZavagno11 You are not understanding the concept. They are better off finishing 4-10 (3 lottery balls): Bottom-3 teams gets 2 lottery balls, instead of 3. By tanking harder, they have LESS chances of a top-3 pick, and more chances of 4-12 pick; therefore MORE chances of losing their pick.
