The Ruto government has lowered the allowed sulphur limits in fuel imports through Energy CS Lee Kinyanjui. That means oil marketers can now legally bring in dirtier fuel. More sulphur means more toxic emissions, more engine damage, and more health risks for ordinary Kenyans. But wasn’t excess sulphur the same reason they called the recent fuel scandal dangerous and unacceptable? So what changed? Because when a government changes safety standards instead of enforcing them, someone is usually making money.

Presidential aspirant Jimi Wanjigi has levelled accusations against the National Treasury over the alleged holding of Ksh 150.7 billion from sovereign bond proceeds in what he describes as a separate “Sovereign Bond Proceeds Account” outside the Consolidated Fund, arguing that the arrangement contravenes Article 206 of the Constitution by bypassing parliamentary scrutiny, the Auditor General, and the Controller of Budget. During a media briefing on Thursday, he exposed inconsistencies in the March 2026 budget outturn Gazette notices, pointing to duplicated revenue entries, missing departmental votes, and sharp overnight adjustments in allocations that he says point to deeper structural irregularities rather than routine clerical errors. Wanjigi further argues that the existence of the off-ledger account effectively creates a financial “black box” within public finance management, where the custodian bank is not disclosed, interest earnings are not transparently accounted for, and the linkage between borrowed funds and actual expenditure remains unclear within official records. He is now demanding full disclosure of the bank holding the funds, certified statements covering the account’s activity, a detailed accounting of any interest accrued, and an immediate freeze of the account pending audit verification and compliance with constitutional requirements.
