Everyone saying viltrumites are planetary should remember that there's no limit to what Mahoraga can adapt too as far as you give him the single opportunity to do so.
He was at city level against Sukuna because Sukuna is city level.
He was at sub-light speed level because Dabura entered sub-light speed level.
And as far as I know, no viltrumite has anything in their arsenal that can one shot Mahoraga meaning that, Mahoraga will eventually adapt to planetary level feats.
