I stayed 1 extra year in kindergarten which is not uncommon, and high school had 1 extra solely for language learning which is actually very common. I knew like 1-2 or people who finished at 18, the rest 19-20.

Its considered more appropriate because thats when your out of school, can vote, can drink etc. Why would 16 be the age to draw the line?
