Under @RTErdogan , Turkey has become the jurisdiction of convertibility: Hamas charities become humanitarian camouflage, Iranian oil becomes gold, Russian procurement becomes re-export, Venezuelan crude becomes disguised cargo, and ISIS cash becomes a Mersin transfer. This is not drift. It is statecraft. Banks, ports, courts, charities, customs, documents, intelligence discretion, police selectivity and legal ambiguity are not side channels. They are sovereign infrastructure for sale. That is the Turkish service: re-entry for the banished. Hamas receives state-level access. Hezbollah remains operational when Iranian routes tighten. The Houthis make Turkey’s geography more valuable by making the Red Sea more dangerous. ISIS and al-Qaeda needed no ideological affinity, only placement. Russia receives routing with customs cover. Halkbank was the blueprint. Venezuela, North Korea and the Taliban complete the category. Turkey need not command these networks. It only has to keep them usable. The file is mapped. Sanctions agencies, prosecutors, financial-intelligence units, export-control authorities, banks, maritime-intelligence firms, trade-data platforms and crypto-analytics systems already see the fragments. For Israel, those fragments are operational warning: money becomes rockets, tunnels, procurement and proxies. Israel’s public instrument is the National Bureau for Counter-Terror Financing at the Ministry of Defense. Its mandate absorbed the Harpon Unit. The public record is enough. Ankara’s defence collapses on contact with it. ISIS cooperation proves capacity, not innocence. FATF exit proves procedure, not discipline. NATO is not immunity. Mediation is not neutrality when the mediator hosts, legitimises, routes and monetises one side’s infrastructure. The NATO paradox is now exposed. Turkey monetises alliance access by selling deniability from inside the alliance. It is close enough to the West to sell access, and far enough from Western discipline to sell denial. That is not hypocrisy. That is the business model. The bill is written in the one currency Erdogan cannot print: trust. The Turkish citizen pays the spread: risk premium, compliance exposure, discounted investment, institutional decay. Clean capital hesitates. Grey capital knows the route.
