The incident where five Chicago police officers were struck by a car happened in the 1200 block of South Loomis Street (near the intersection with Roosevelt Road) in the Little Italy neighborhood on the Near West Side. The officers were on foot dispersing a large crowd during a chaotic "teen takeover" or after-prom gathering when a blue sedan traveling the wrong way struck them before crashing into a squad car and a fence. This was the scene at North Avenue and Clark, where fights were breaking out and chaos erupted in the streets. At one point, a group tried to steal an SUV from a driver passing by.

Chicago and Illinois Law Prohibits using Children for Street Peddling and Begging So why are obvious cases involving minors operating in public spaces routinely ignored? And in many of these situations, do authorities even verify whether the accompanying adults are actually the children’s legal guardians? Chicago municipal code explicitly bans employing children for peddling and solicitation, while Illinois law classifies using minors in panhandling operations as child endangerment and, in some circumstances, potential trafficking-related conduct. Relevant statutes include: • MCC § 8-16-100 — prohibits employing children under 14 for begging, peddling, or street exhibition. • MCC § 8-16-120 — prohibits using minors to solicit money or goods on public ways. • MCC § 4-244-030 — requires a valid Chicago peddler license to sell goods on public ways and prohibits unlicensed street vending. • MCC § 4-244-041 — establishes a minimum age requirement of 16 years old for licensed peddlers. • MCC § 4-244-100 — requires all licensed street peddlers to conspicuously display an official metal “Chicago Street Peddler” badge while operating. In many of these visible downtown setups, no badge or license identification is displayed at all. • 720 ILCS 150/1 & 150/2 — Illinois law prohibiting the use of children under 14 for begging or peddling. • 720 ILCS 5/12C-5 — prohibits adult panhandling involving minors and classifies it as child endangerment. • 705 ILCS 405/2-5 — allows police to place endangered minors into temporary protective custody. • 325 ILCS 5/4 — mandates DCFS notification when child abuse or exploitation concerns arise. Illinois also shifted policy years ago toward treating exploited children as endangered victims rather than offenders under the Illinois Safe Children Act. The larger public question is enforcement consistency: If these laws exist to protect minors from exploitation, why are they so rarely enforced in visible street-level situations involving children? Why are unlicensed sidewalk vending operations involving minors openly operating without required peddler badges? And are city agencies conducting welfare verification and guardian checks in these encounters — or simply walking past them?
