Most people have spent their entire lives inside it, building their identities, careers, beliefs, and relationships around it. Because of that, the system becomes part of who they are. When confronted with evidence that their reality is artificial, many people reject it because accepting the truth would require dismantling everything they think they know. His warning to Neo is that not everyone wants to be saved. Some people prefer the comfort of familiar illusions to the uncertainty of freedom. "The system's greatest defense is not the machines themselves but the willingness of people to defend the world they understand." As a result, those who try to expose uncomfortable truths often face resistance, ridicule, or hostility from the very people they are attempting to help. The broader point is that dependence on a system can become so deep that individuals begin to identify their own interests with the interests of that system. Once that happens, challenges to the system can feel like personal attacks, causing people to protect it even when it works against them. So, Bobiwine has and did his part but most people are so plugged in that the system cannot be saved.
