The government says job advisers are to be stationed in GP surgeries and hospitals in England, as part of efforts to get the long-term sick back to work. Family doctors will be encouraged to refer patients for employment help alongside their treatment. The plan is designed to deal with the rising numbers on sickness benefits. @richardgaisford has the latest.

UC Health element - severe conditions Kirsty Blackman got Stephen Timms to confirm that "constant" means that they cannot reliably, safely, repeatedly, in a reasonable time do that activity. If not, then descriptor applies. Does not mean 100% of time

@ayaz_manji @ThisisMEtweety Oh I definitely have concerns still. I wanted to have a record of what he said so it could be used in the future if necessary. He said "Constantly" refers to functional criteria not to symptoms But hopefully the wording in the bill changes and it will be made clearer

@Orc1nu5 @ThisisMEtweety It’s definitely true that when eg the courts need to interpret legislation, what Ministers say during parliamentary debates is important evidence about what parliament intended. But concern here is on how big the gap is between that stated intent and the wording in the bill:

Ministers have said the requirement for a descriptor to apply 'constantly' forms part of the way the severe conditions criteria is currently applied in the WCA. There are currently four requirements and 'constantly' doesn't appear within them. 👇
