NITI Aayog Releases “Moving Towards Effective City Government – A Framework for Million-plus Cities” Shri Manohar Lal Khattar, Union Minister of Housing and Urban Affairs, along with Shri Rajiv Gauba, Member, NITI Aayog, released the report at India Habitat Centre, New Delhi, in the presence of Urban Development Ministers from over 10 States. The report outlines a focused roadmap for million-plus cities to address key urban governance challenges, including fragmented leadership, weak municipal finances, and capacity gaps that continue to constrain city performance. It calls for a shift towards empowered city governments through better alignment of functions, finances, and responsibilities. Key recommendations include directly elected Mayors with fixed tenure and stronger executive authority, integration of core urban services under city governments, strengthening municipal finances with improved market access, and institutional restructuring with greater city-level oversight.
