Strengthening Aviation Safety through Competency-Based Root Cause Analysis Training As part of the DG PCAA’s capacity-building initiative for regulatory inspectors and the aviation industry, Pakistan Civil Aviation Authority, in collaboration with the Royal Aeronautical Society (RAeS), successfully conducted a Competency-Based Training on “Root Cause Analysis (RCA) in Aviation.” RCA is a mandatory regulatory requirement and a crucial element of aviation investigations and audit-finding closure. Accordingly, the primary aim of this two-day training, held from 16–17 February 2026, was to impart the knowledge, skills, and attitudes required to conduct RCA in a structured manner. The training was developed in accordance with the framework of the UK Civil Aviation Authority CAP1760 and was delivered by Engr. Muhammad Inayat, Deputy Director Airworthiness, to support structured RCA implementation in line with international best practices. Participants represented a diverse cross-section of airlines, maintenance organizations, and general aviation operators from across Pakistan.

PCAA Hosts COSCAP-SA Mission to Strengthen Air Navigation Safety Pakistan Civil Aviation Authority recently hosted a technical mission of the Cooperative Development of Operational Safety and Continuing Airworthiness Programme – South Asia (COSCAP-SA) from 26 January to 6 February 2026. Conducted under the auspices of the International Civil Aviation Organization, the mission was led by ANS Safety Expert Ms. Truphosa A. Chocho and focused on enhancing Pakistan’s Air Navigation Services safety oversight. During the visit, technical discussions were held with PCAA officials on addressing ICAO Protocol Questions findings, improving ANS oversight checklists, strengthening training programmes, resolving safety issues, and reviewing progress on previous COSCAP-SA recommendations. The mission also carried out a gap analysis in air navigation planning and identified areas for future technical assistance. PCAA remains committed to strengthening aviation safety oversight and maintaining compliance with international standard under.

Pakistan’s Participation at APRAST/24 in Bangkok Pakistan Civil Aviation Authority participated in the 24th Meeting of the Asia Pacific Regional Aviation Safety Team (APRAST/24) held from 1–5 December 2025 at the ICAO APAC Regional Office in Bangkok. APRAST, the technical arm of RASG-APAC, brings together regulators, operators, and industry partners across the Asia–Pacific region to identify safety risks, develop harmonized safety enhancement initiatives, and guide regional implementation of ICAO’s Global Aviation Safety Plan (GASP) and the Asia-Pacific Regional Aviation Safety Plan (AP-RASP). It serves as a critical platform for strengthening SSP/SMS maturity, improving safety-data capabilities, and shaping the region’s strategic safety direction. Pakistan’s Contributions Recognized PCAA’s engagement was acknowledged by the meeting, particularly its contribution to refining Chapter 5 of the AP-RASP 2026–2028, which establishes the strategic direction for the region. Pakistan also presented a technical working paper titled “Development of a Regional Approach for States’ SDCPS,” aligned with GASP 2026-28 & RASP 2026-28 Target 3.2, emphasizing the need for harmonized and capability-based safety-data systems. The paper was acknowledged by the meeting. Strengthening Regional Cooperation PCAA actively participated in the breakout sessions, contributing to discussions on safety intelligence, SSP maturity, risk-based oversight, and regional capability gaps. Pakistan further committed to supporting the custodian team established to assist APAC States in enhancing their State Safety Data Collection and Processing Systems (SDCPS), reaffirming Pakistan’s leadership and long-term commitment to advancing a collaborative, data-driven aviation safety culture across the region.

15th RASG-APAC Concludes at the ICAO APAC Office, Bangkok The 15th meeting of the Regional Aviation Safety Group – Asia Pacific (RASG-APAC) was held on 26–27 November 2025 in Bangkok, bringing together States and industry partners to advance collaborative, data-driven aviation safety across the region. As the regional arm for implementing ICAO’s Global Aviation Safety Plan (GASP), RASG-APAC plays a vital role in harmonizing safety efforts and helping States address emerging operational risks. PCAA Delegates provided valuable inputs, particularly on strengthening safety-data collection and enhancement initiatives. These contributions were acknowledged by the APAC Secretariat and incorporated into the final draft report, reflecting Pakistan’s active and constructive role in regional safety improvement. An Airbus A320 family aircraft recently experienced an un-commanded pitch-down event, suspected to have been caused by a malfunctioning Elevator Aileron Computer (ELAC) B, version L104. To mitigate this unsafe condition, EASA issued Emergency Airworthiness Directive (AD) No. 2025-0268-E, mandating the immediate replacement of all affected ELAC B L104 units with serviceable ELAC B L103 units (loaded with the previous software version) prior to the next flight. Due to the emergency nature of this AD and the limited compliance timeframe, the Pakistan Civil Aviation Authority (PCAA) gave special attention to the matter and closely coordinated with Pakistani operators to ensure timely compliance. The latest status is as follows: - The entire PIACL fleet is equipped with ELAC units that are not affected by EASA AD 2025-0268-E. - Out of 12 Airblue aircraft, 7 were affected, all of them have been modified. - AirSial had one affected aircraft, which has been successfully modified. - Four Fly Jinnah aircraft were affected, all of which have been modified. PCAA remains committed to ensuring aircraft safety in accordance with the instructions of the manufacturer and the State of Design.
