S.P.பாலகிருஷ்ணன் அவர்களை ஆதரித்து நடைபெற்ற பிரச்சார கூட்டத்தில் பங்கேற்று உரையாற்றினேன். கடந்த 5 ஆண்டுகளாக எந்த வளர்ச்சி பணிகளையும் செய்யாமல் ராதாபுரத்தை இருட்டடிப்பு செய்திருக்கிறார்கள். சட்டமன்றத்தில் திமுகவிற்கு முட்டு கொடுக்கும் வேலையை முதல்வர் திரு. @mkstalin அவர்களை விட சிறப்பாக செய்யக்கூடியவர் ராதாபுரம் சட்டமன்ற உறுப்பினர் திரு. அப்பாவு அவர்கள். மக்களின் குரலாக சட்டமன்றத்தில் ஒலிக்கும் எதிர்க்கட்சிகளின் உரையை அவைக்குறிப்பில் இருந்து நீக்கும் திரு.அப்பாவு அவர்களை அதிகாரத்தில் இருந்தே நீக்க ராதாபுரம் மக்கள் தயாராக இருக்கிறார்கள். ராதாபுரம் பகுதியில் தண்ணீர் பஞ்சம் நிலவுகிறது. குடிநீருக்காக மக்கள் போராட்டம் நடத்துகிறார்கள். ஆனால், திரு.அப்பாவு அவர்கள் கருணாநிதி அவர்களுக்கு சிலை வைக்க முயற்சி செய்ததை தவிர தனது தொகுதிக்கு எதுவும் செய்யவில்லை. சிலை வைப்பதை எதிர்த்து மக்கள், நீதிமன்றத்திற்கு சென்ற நிலையில், உச்சநீதிமன்றம் வரை வழக்கை கொண்டு சென்று அவமானப்பட்டு நின்றது திமுக அரசு. நாங்குநேரி கல்குவாரி விபத்தில் உயிரிழந்தவர்களுக்கு அஞ்சலி செலுத்த நேரில் வந்தேன். திருநெல்வேலி மாவட்டத்தில் 54 கல்குவாரிகள் உள்ளன. இதில் 53 குவாரிகள் சட்டத்திற்கு புறம்பாக தவறு செய்துள்ளன என்றும், அதில் 24 குவாரிகளுக்கு ரூ.262 கோடி அபராதம் விதிக்கப்பட்டது. ஆனால், அபராதம் விதித்த ஆட்சியரையே மாற்றி அந்த அபராத தொகையை ரூ.13 கோடியாக குறைத்தார்கள். இதுதான் திமுகவின் நிர்வாக லட்சணம். எனவே, திமுகவின் மோசடி கும்பலை விரட்டியடித்து, தேசிய ஜனநாயகக் கூட்டணியின் வெற்றி வேட்பாளர் திரு. S.P.பாலகிருஷ்ணன் அவர்களை ராதாபுரம் மக்கள் மகத்தான வெற்றி பெற செய்ய வேண்டும். தேசிய ஜனநாயகக் கூட்டணியின் மக்களாட்சி அமையட்டும்! வளர்ச்சியடைந்த தமிழகம் செழிக்கட்டும்! (1/2)

Delimitation in India has to begin with a basic constitutional principle. Article 81 makes it clear that representation in the Lok Sabha is based on population, so ideas like allocating seats on GDP or growth are outside the constitutional framework. One person, one vote remains fundamental. But applying that principle mechanically today, without looking at how present population patterns came to be, raises a deeper issue of fairness. From the 1970s, particularly around The Emergency in India, population control became a national priority. Policies were pushed across the country, but states did not respond in the same way. Southern states like Tamil Nadu and Kerala moved much faster in reducing fertility, bringing it down from around five children per woman in the 1970s to near replacement levels by the 1990s. In contrast, states like Uttar Pradesh and Bihar continued with much higher fertility rates for a longer period and only began to converge decades later. To be fair this divergence did not happen simply because of policy pressure. It was also driven by differences in education, healthcare, and broader social change but national family planning efforts did play a major role. Over time, this created the population gap we see today. Importantly, this reality was recognized by the Constitution itself through amendments that froze delimitation for decades, precisely to ensure that states which managed to control population growth early were not placed at a disadvantage. If delimitation is now carried out strictly on current population, it risks undoing that balance by rewarding those who transitioned later and penalizing those who acted earlier in line with national priorities. That raises a question of fairness under Article 14 and also touches the broader idea of cooperative federalism. The Constitution itself does not rely on a single principle everywhere. Under Article 80, the Rajya Sabha reflects states as units of the Union and not purely their population strength, showing that federal balance is also a constitutional value. In that context, maintaining the present share of parliamentary seats, at least until there is real demographic convergence across regions, is not a departure from constitutional principles but a continuation of the balance the Constitution has already sought to achieve.
