Using 1990–1994 data to make claims about 2026 America is intellectually dishonest. Crime patterns, reporting systems, internet crime categories, demographics, and law enforcement standards have all changed dramatically. Problem 2: They Excluded “Statutory Rape” The chart explicitly says: “Statutory Rape Discluded” Why would someone exclude statutory rape from “child molestation” stats? Because statutory rape cases disproportionately involve: •Adult men (often white) •Teen girls (15–17) Removing that category artificially shifts ratios. That’s cherry-picking. Problem 3: “Per Capita Representation” Is Manipulated Framing The y-axis says: “Representation Relative to Population” This is not a raw offense count. It’s a proportional comparison. If one group is 12% of the population and 18% of arrests, that becomes “+50% representation.” That framing makes differences look explosive even when absolute numbers are small. It is a classic extremist statistical tactic. Problem 4: Arrest Data ≠ Actual Offending Rates Most of these older BJS tables rely on: •Arrests •Prison admissions They do NOT measure: •Unreported crimes •Plea deals •Internet crimes (which exploded after 2000) •Clergy abuse •Institutional abuse And importantly: The majority of child sexual abuse is committed by someone the child already knows — family members, stepfathers, relatives, coaches. Modern federal child exploitation prosecutions (especially internet cases) overwhelmingly involve white men, because: •Most CSAM (child sexual abuse material) cases prosecuted federally are white defendants. •The demographic breakdown mirrors internet access and reporting patterns. Problem 5: They Ignore Absolute Numbers Even using FBI arrest data: White individuals account for the largest raw number of sexual offense arrests annually, simply because they are the largest population group. Extremists shift to per-capita framing to avoid that fact. Problem 6: The 1994 BJS Report Is Frequently Misused The cited report studied prison inmates in 1991. That is: •A snapshot of convicted prisoners in the early 90s. •Not a measure of all offenders. •Not a measure of modern patterns. •Not a measure of internet exploitation crimes (which barely existed then).
