One of the most powerful propaganda tactics for accusing a group of genocide is to portray it not as committing a single, undeniable genocidal event, but as carrying out a “protracted” or “slow-moving” genocide. When no actual genocidal event can be shown, the accusation shifts to something supposedly more diffuse and therefore harder to disprove: an imperceptible, ongoing genocide unfolding through time. Russia has used this tactic in Ukraine, accusing Ukraine of genocide through “colonization” and the "demographic replacement" of Russians in regions such as Crimea. Hutu propagandists who deployed “Accusation in a Mirror” before the Rwandan genocide relied on a similar strategy. They claimed that the Tutsis were already engaged in genocide as part of a broader plan for domination—a kind of “Greater Tutsidom” extending across Africa. Today, the idea of a “protracted” or “ongoing” genocide is central to antizionist propaganda narratives aimed at inciting hostility and violence against Jews and all those marked as “Zionists.”

This is a false narrative from @MarioNawfal and it’s important to push back on. These states are inserting treaty interpretation into the question that they want to ICJ to adjudicate since the treaty itself is being raised. It’s not a “multiple motives” issue per se, which the jurisprudence currently does not accept if you read the Court’s decision on Bosnia v. Serbia. This isn’t “against” Israel, but it is a clarification question that they’d like decided from the interpretation that these states currently have of the treaty provisions on dolus specialis.

You can hear the echo if you listen across media outlets. A line dropped here, a shrug there, each one shifting the Overton window another inch. Until the moral ground moves beneath our feet and the unthinkable becomes speakable: that shooting up Jewish children in a synagogue nursery is somehow justified because …something something …Israel.

Yet again synagogues are attacked. Don’t give me “it’s because of Israel!” That’s sloppy thinking, wilful delusion, and an outright excuse. Imagine if that had been mosques and the responses clustered around a parallel. It wouldn’t be acceptable. Nor should it be.
