Congressional districts should be compact and separated by population density troughs in order to ensure that each district represents the regional concerns of an actual COMMUNITY of constituents. They should NOT chop up high-population-density areas along racial lines and fold them into large rural areas in order to ERASE rural concerns by giving urban populations a slight majority.
