@PhiriKitso @SheilaKhama Thanks! I'd say political economy is as responsible for Africa's underdevelopment as it is for China's dvpt. Nothing inevitable about it though. We should study it to understand where & how incentives can be changed & distinguish where things need to be accepted for what they are

This is a common misperception. 60 years ago Nigeria and South Korea (or Africa & East Asia) were not at the same level of development. Not in levels of state capacity, human capital development, and certainly not in levels of agricultural & industrial technological capacity.

@RadleyBen Precisely, *even if* they were to make a cartel (not straightforward), market mechanisms matter - price but also who they will sell their product to (e.g. IDN's been having trouble getting its nickel up for IRA subsidies). There's many different things that need to be coordinated

@PoorvaKarkare This all makes sense. On % of deposits/production, Congo & Indonesia seem in a v strong position with cobalt, making the case for a cartel? Price has been so volatile, but then use of cobalt in green tech seems to be dwindling.

@RadleyBen For battery VC, DRC needs to 1. develop cobalt VC 2. get several other refined battery minerals 3. produce mid-stream battery components AND 4. downstream battery packaging all of which is capital-, energy-, & technology-intensive. Indeed a tall order ecdpm.org/work/green-ind…

Recently back from a workshop in China, which was an eye-opener. DR Congo's push to develop electric battery manufacturing capacity is too little too late. Rather than running while others walk, as Nyerere once said on Africa's industrialisation, Congo's walking while others run.

The term is indeed deployed in different ways, while it is not much different than industrial policy as I argue in a paper I recently wrote ecdpm.org/work/resource-…

@maritkitaw Yes you are right. For other sectors like agriculture, it is OK for countries to sell them domestically for food security or sovereignty. Why would it be different for minerals? Value addition is an imperative for jobs, revenues etc. Countries should not have to justify that
