What if I told you that if you look at birth and death records starting in 1990 from only Americans discounting all immigrants including anchor babies that the US population would be 260 million right now? Policeman as a base salary earn near $140k/year in SF. Most of them earn overtime taking between $200-$300k.
Pretty sure they can afford homes in SF. Here's one for $400k in SF. There are plenty between $675k and $850k.
