The Trump administration has drafted a nuclear cooperation agreement with Saudi Arabia that would allow the kingdom to enrich uranium for its civilian nuclear program.
The deal is complete but has not yet been signed by President Trump or sent to Congress.
The proposal is controversial because it would not require Saudi Arabia to adopt the International Atomic Energy Agency's strongest inspection regime (the Additional Protocol), relying instead on a separate U.S.-Saudi safeguards agreement.
Critics warn this could make it easier for Saudi Arabia to develop nuclear weapons capability in the future.
