Dear Sir, Under Article 81 of the Constitution of India, the allocation of seats in the House of the People has remained frozen based on the 1971 Census. This constitutional freeze is set to end after the first Census conducted post-2026. Once the freeze is lifted, reapportionment becomes inevitable. Every South Indian state - without exception - stands to lose relative representation compared to the northern states. That is precisely the concern we have consistently raised, and the very imbalance the NDA sought to address through the Delimitation Bill and a proportionate increase in parliamentary seats for all states. Surely, a distinguished legal mind such as yours is fully aware of this constitutional position. Which raises an important question: why did the Congress party oppose the Delimitation Bill in Parliament? Was it political posturing at the cost of South India’s long-term interests? The Congress party must answer the simple questions: under Article 81, as it currently stands, what happens after the 2026 Census? Does the South not lose relative representation vis-à-vis the North? If that is indeed the case, why oppose a constitutional mechanism intended to prevent precisely that outcome?

It's very important to understand the Trump / Massie timeline: It was on May 20th, 2025 that Trump called for Massie to be voted out of office because Massie refused to support the 'One Big Beautiful Bill', which contained all of Trump's desired border security / ICE funding. Trump said: "I don’t think Thomas Massie understands government. I think he’s a grandstander, frankly. ... We don’t even talk to him much. I think he should be voted out of office...” Approximately 7 weeks later, on July 15th, 2025, Massie introduced the 'Epstein Files Transparenct Act', which aimed to force the release of the Epstein files. The narrative that Trump was angry at Massie for some Epstein-related reason is just patently FAKE NEWS. Trump wanted to replace Massie because when Trump needed support for his border security / deportation bill, Massie refused to help out.

We just introduced a long overdue joint resolution proposing a constitutional amendment to require Members of Congress, federal judges, and Senate-confirmed officers to be natural born citizens. This is the very same standard the President and Vice President are already required to meet. The people writing America's laws, confirming America's judges, and representing America on the world stage should have one loyalty: America. Not any other country. For too long we have allowed foreign born members to hold seats in this government while making clear they are America last, not America first. We see it every day. This constitutional amendment will put an end to it.
