@MatNuclear It does exist. When police budgets are increased based on how many people they arrest, it offers an incentive to arrest as many people as possible. Conflict of interest.

Over-policing doesn’t exist. Police patrol neighborhoods proportionately to their crime rate. Do you think gang unites are set up for peaceful small villages?
