Unless its something very serious like Hatters being poisoned by mercury, its generally interpreted politically. Much better to place realistic REASONABLE levels on pollution and have regulations which enforce measurement and large fines for breaking those regulations. Carbon dioxide obviously is not a pollutant but a food source for plants. We don't want it to go too low in concentration or too high. A value of 300-1200ppm seems reasonable now we know there was no molecular basis for Hansen or Manns fear mongering. There are a few other things we need to keep an eye on like aerosols. Some are trivial and some come and go
