How on earth can it cost $30 million and three years for the NYC government to build a grocery store in Harlem? There are *dozens* of grocery stores for sale, all over New York City, for less than $5M. Many are less than $1M. This seems like a scam. (or vanity project)

I use AI a lot for benchmarking, but in this case I think there is just really limited data. I realize that is just 30s, but that's a 4min mile pace. Average is BAD at stuff. I would have guessed more like 50s. When I ran XC in HS, probably half the team was over 35s when we did 200m sprint-repeats (with decent rest).
