It’s hard politically because it’s hard substantively. The ratio of young to old is now very unfavourable. In 1970s, there were 4 people of working age for every pensioner. Now it’s 3:1. It’ll be 2:1 by end of my life. That’s a substantive change that is very hard to overcome.
